This ties together many of GIM's most important concepts (IMHO).

Yes. And the idea that government is the problem.

While building codes do have their upside (Compare what happens during a hurricane in Haiti vs. Florida), they can be a huge impediment to progress.

In California the only approved greywater systems are so horribly inefficient as to be all but useless. Meanwhile, farms are being shut down for lack of water. Plenty of perfectly sanitary and efficient greywater systems being installed secretly, but it just creates another level of barriers to workable solutions.

Despite the noise about cap & trade, meaningful conservation of resources is not a part of the corporate government agenda. No profit to be reaped from the frugal.

e.g. California.

many counties have major water shortages, yet building codes related to septic codes represent a near-complete ban on any water saving solutions, such as composting toilets (which, much to my surprise, do not even smell like what they are !)
